Dr. Khan has 24+ years of management, technical, and advisory experience in climate change, natural resources management, biodiversity conservation, agriculture, and community-based NRM with government and international organizations. He has 15 years’ experience in institutional, legal & policy analysis and policy review and formulation related to governance of natural resources and environmental management and climate change.  He serves as Deputy Secretary (focal person for climate change activities nationally and internationally) to the GoB Ministry of Environment and Forests (MoEF), providing technical and policy inputs for climate change strategy/action plans, program design/implementation, and establishment and operationalization of the Bangladesh Climate Change Trust Fund (BCCTF) and the Bangladesh Climate Change Resilience Fund (BCCRF). As a focal person for these two funds he has been working intensely involved for resource mobilization and effective utilization of the funds. As Program Coordinator of the World Conservation Union-IUCN, Bangladesh Country Office has experience with multi-level (national, regional and global) institutional governance for implementation of development initiative. As the Program Coordinator for the National Conservation Strategy Implementation Project he reviewed existing biodiversity laws to improve enforceability and enhance capacity to preserve biodiversity. He has a strong understanding of current issues related to climate change discourse on finance, adaptation, mitigation and technology transfer for climate resilient development, and developing plans for addressing climate change impacts.

He provided technical/policy inputs to the Intergovernmental Panel on Climate Change (IPCC) on behalf of the MoEF.  Dr. Khan has experience with the UNFCCC climate change financial mechanisms as a negotiator from Bangladesh. He is Co-chair of the IPCC Conflicts of Interest Policy development group and Co-chair of the Loss and Damage contact group of the UNFCCC.  He has experience with international donors including the World Bank, UNDP, UNEP, DFID, Swedish & Australian governments for resource mobilization and utilization. He is skilled at participatory project design, planning, management, M&E and designing, supervising and conducting research studies. He authored, edited or co-authored 26 publications on climate change finance, biodiversity & NRM. He is teaching at the BRAC University and North South University of Bangladesh on Sustainable Development and Environmental Governance, and Research Methodology.  He attended several workshops, conference, seminars and meetings etc. at national, regional and global levels on climate change, natural resource management, biodiversity conservation and environmental management.
