Profile Details

He is the Chief Environment Officer, Water Resources Coordination Division, National Environment Commission, Thimphu, Bhutan. He has also been the Chair of the Steering Committee for the Asia Pacific Network for Global Change Research (APN-GCR), Headquarter in Kobe, Japan. Apart from that he has been the National Focal Point (nFP) from Bhutan to the Asia Pacific Network for Global Change Research, 2010 till 2013.


Mr. Chhopel has been the Water Resources Specialist and Quality Expert for Bhutan and overall focal person on water and aquatic resources, the Chair of Technical Advisory Panel (TAP) of the Bhutan Trust Fund for Environmental Conservation, 2009-2010, Executive member to the Bhutan Water Partnership (2004-2006), Secretary to Bhutan Water Partnership (2007-2008) and the Regional Council Member to Bhutan Water Partnership (2009-2011) and has been  Reelected as Regional Council Member to Bhutan Water Partnership (2011, till date).


Besides this, he is the Coordinator and Leader on the theme “Impacts of Climate Change on water Security” for the Bhutan Climate Summit October 2011 where India, Bangladesh, Nepal and Bhutan will partake in four themes viz. Water, Energy security, Food security and Biodiversity conservation, Coordinator and principal focal point for technical input into the draft Water Act 2011. Mr. Chhopel is the counterpart from Bhutan to the Abu Dhabi Dialogue on water resources issues in the Hindu-Kush Himalayan region (World Bank programme), the Focal person on Wetland issues in Bhutan and the Focal person from Bhutan to the SAARC coastal zone management.
