Mr. Raja holds a Masters degree in Forestry and is currently affiliated with Ministry of Environment, Government of Pakistan as Director Biodiversity Programme. He is looking after the global commitments made by Pakistan to CBD. Earlier he served as Assistant Inspector General of Forests with Ministry of Environment from 2005 to May 2011.

He worked with Punjab Forest Department from December 1995 to January 2005. During this period he also was deputed with the Central Asia Sustainable Use Specialist Group (SUSG-CASIA)as Programme Manager from August 1997 to July 2001. SUSG-CASIA is one of the 15 regional groups formed under the auspices of IUCN's Species Survival Commission. While working with SUSG he initiated projects for conservation of Balochistan Black Bear, Straight Horned Markhor and endemic reptiles in Chagai Desert of western Balochistan.

He started his carrier as WWF Project Officer in the Himalayan Jungle Project (HJP), a bio-diversity conservation and development project in Palas Valley in the North West Frontier Province of Pakistan. Palas Valley is one of the last strongholds of internationally threatened pheasant species the Western Tragopan.The goal of HJP was to conserve the forests and wildlife of the region by working closely with local communities and empowering them in the development of sustainable sources of income. Mr. Raja was involved with several aspects of the project such as forest management, bio-diversity conservation, social organization and community mobilization.

Mr. Raja has published many papers and reports and conducted a number of surveys with the Pakistan Museum of Natural History and the National Agricultural Research Center (NARC). He has participated in national, regional and international workshops and conferences dealing with moderating skills Development, project planning,monitoring and evaluation,participatory biodiversity conservation as well as conservation of natural resources.
