Profile Details

Mr. Sumbal joined the Asian Development Bank in 2008 and worked in ADB Headquarters in Manila, Philippines, till Oct 2014 where he looked after public financial management issues in the Central and West Asia region. He moved to ADB Uzbekistan Resident Mission in Oct 2014 where he is expected to work for upto three years. Asad will be looking after public financial management and a national project entitled Housing for Integrated Rural Development Investment Project.

Before joining here he was working as the Project Coordinator of a Technical Assistance Grant of ADB to the Punjab Government for structural reforms in a comprehensive development framework. This deals with fiscal and financial management reform, poverty focussed initiatives, procurement reform and general reforms across the board leading to good governance and poverty reduction. He is responsible for developing TORs, monitoring and supervising consultants and reviewing outputs as well as coordination between various government organizations related to the TA activities. Currently Asad is working with ADB on deputation from Government of Pakistan.

Mr. Sumbal is a career public servant with a mix of policy development as well as implementation experience. He has served as Assistant Commissioner, Deputy Commissioner, and Deputy Secretary to Chief Minister, Project Director of Education Program, Deputy and Additional Secretary Finance as well as National Coordinator on Child Rights with UNICEF Pakistan with the mandate to assist the Ministry of Women Development and Social Welfare to prepare for the UN General Assembly Special Session on Children in May 2002. He is interested in issues of governance, health, education, gender and poverty alleviation. Mr. Sumbal is a planner by training and holds a Masters in Regional Planning form the University of North Carolina and a Masters of English from Government College Lahore.
